(Behave Pro Cloud) Make sure third party addons such as ad blockers or privacy tools aren't interfering with Behave Pro. Browser addons such as Ghostery have been known to cause this issue. 

(Behave Pro Cloud) You need to have Edit Issue permissions on your role to see and use Behave Pro, if you think this applies, please see here for help.

(Behave Pro Server) Make sure other Jira addons are not causing this issue. Try disabling other addons to see if this helps.
